The Good News · The Bad News · The Crisis Right Now
On January 5, 2025, President Biden signed the Social Security Fairness Act (HR 82), repealing the Windfall Elimination Provision (WEP) and Government Pension Offset (GPO). These rules had cut benefits for public workers for decades.
Who was affected: Teachers, firefighters, police officers, federal CSRS employees, and some workers covered by foreign social security systems. If you or a family member was affected and haven't seen a benefit increase, contact SSA at 1-800-772-1213.
The 2025 SSA Trustees Report (June 18, 2025) shows the program faces a long-term funding gap. Social Security will not go bankrupt — it collects payroll taxes every year. But without Congressional action, automatic cuts will kick in.
| Trust Fund | Depletes | Payable After |
|---|---|---|
| OASI (Retirement + Survivors) | 2033 | 77¢ on the dollar |
| Combined OASDI (+ Disability) | 2034 | 81¢ on the dollar |
Note: The WEP/GPO repeal moved the combined depletion date up by 1 year (from 2035 to 2034). Congress has not passed a comprehensive solvency fix in over 40 years.
The CBPP confirmed this is the largest staffing cut in SSA history. Rural and tribal communities are hit hardest — they have the fewest alternatives for in-person help. New staff take 2 years to become fully proficient, so the damage will be felt for years.
